Samdech Maha Rathsapheathika Thipadei Khuon Sudary, President of the National Assembly of the Kingdom of Cambodia, held bilateral talks with H.E. Tran Thanh Man, Chairman of the National Assembly of the Socialist Republic of Viet Nam, on July 28 at the National Assembly House in Hanoi.

The two leaders exchanged views on strengthening parliamentary diplomacy, promoting people-to-people exchanges, and expanding cooperation in trade, investment, healthcare, tourism, education, science and technology, innovation, and other priority sectors to advance people-centred development and the common interests of both countries.

At the meeting, Samdech Khuon Sudary expressed her appreciation to H.E. Tran Thanh Man, the Party, State, and people of Viet Nam for the warm hospitality extended to the Cambodian High-Level National Assembly Delegation.

She noted that the visit, her second to Viet Nam since assuming the presidency of Cambodia's National Assembly, reflected the close friendship and growing partnership between the two neighbouring countries.

Samdech Khuon Sudary emphasised that the traditional friendship between Cambodia and Viet Nam is an invaluable asset that benefits the peoples of both countries while contributing to regional peace, stability, and harmony amid growing global uncertainty.

She underscored that close parliamentary cooperation embodies the shared spirit that "solidarity creates strength, cooperation delivers mutual benefits, and dialogue strengthens political trust."

She also commended Viet Nam's achievements in advancing its reform agenda and growing international stature, expressing confidence that, under the leadership of the Party and the State, Viet Nam would achieve its goal of becoming a developed, high-income nation by 2045.

Both leaders welcomed the continued development of Cambodia–Viet Nam relations and reaffirmed their commitment to strengthening cooperation between the legislative and executive branches for the benefit of both peoples.

They agreed to expand parliamentary cooperation through Parliamentary Friendship Groups, parliamentary commissions, women and young parliamentarians, and the two Secretariats-General, while continuing to support each other in regional and international parliamentary forums.

Recognising the importance of stronger economic cooperation, the two leaders encouraged closer exchanges between Cambodian and Vietnamese small and medium-sized enterprises (SMEs) to strengthen business partnerships and help raise bilateral trade to US$20 billion.

Samdech Khuon Sudary proposed revising the 2022 Memorandum of Understanding between the two National Assemblies and establishing parliamentary cooperation in healthcare.

H.E. Tran Thanh Man welcomed the proposals and agreed to have the relevant parliamentary commissions prepare the revised Memorandum for signing in the near future.

He warmly welcomed Samdech Khuon Sudary and the Cambodian delegation, describing the visit as a reflection of the deep political trust and special relationship between the two countries.

H.E. Tran Thanh Man also reaffirmed Viet Nam's support for Cambodia's successful hosting of the 20th Francophonie Summit later this year.

The Chairman commended Cambodia's socio-economic progress and reaffirmed Viet Nam's commitment to strengthening cooperation in parliamentary diplomacy, national defence and security, trade, investment, tourism, healthcare, education, science and technology, and people-to-people exchanges.

He stressed the importance of enhancing connectivity through stronger economic integration, better transport and logistics networks, and closer people-to-people ties, describing these as key drivers of sustainable development and regional resilience.

Despite growing global uncertainty and an increasingly complex international environment, H.E. Tran Thanh Man noted that bilateral cooperation, particularly in trade, investment, and economic connectivity, has maintained positive growth.

He reaffirmed the importance of strengthening cooperation in national defence and security to safeguard peace, stability, and sustainable development in both countries and the region.

Samdech Khuon Sudary highlighted Cambodia's continued efforts under the leadership of Prime Minister Samdech Moha Borvor Thipadei Hun Manet to strengthen national resilience, promote unity, and sustain economic growth despite external challenges.

She encouraged greater Vietnamese investment and tourism in Cambodia and closer exchanges between businesses, particularly SMEs, while seeking Viet Nam's continued support for the modernisation of Cambodia's National Assembly as a digital parliament.

She also reaffirmed Cambodia's commitment to strengthening regional cooperation in combating cybercrime and online fraud, noting the National Assembly's efforts to reinforce the legal framework for addressing cyber fraud and online scams.

The two leaders reaffirmed that stronger parliamentary diplomacy would complement government-to-government cooperation, deepen mutual trust, and promote long-term development, connectivity, and shared prosperity for both countries while contributing to ASEAN unity, regional peace, and people-centred development.
