A delegation of the Cambodian People’s Party (CPP) observed that Russia’s ninth-convocation State Duma election was conducted fairly and openly and in accordance with the country’s applicable laws and regulations, according to a CPP press release issued on Sept. 28.

The CPP delegation, comprising members of the Senate and National Assembly and officials from the Foreign Relations Commission of the CPP Central Committee, observed the three-day election from Sept. 18 to 20, 2026, in the Russian Federation.

As part of its observation, the delegation visited five polling stations in Moscow and met directly with representatives of the election commissions at the polling stations.

Based on its observations, the CPP said the election organisation process was conducted fairly and openly and in line with the laws and regulations in force in the Russian Federation.

The delegation also attended briefings organised by the Central Election Commission of the Russian Federation on the country’s electoral laws, electoral system and election organisation process. The three-day voting period provided opportunities for citizens across Russia, including those living in remote border areas and abroad, to participate through various voting mechanisms, according to the CPP.

Ten political parties participated in the State Duma election, including United Russia, the Liberal Democratic Party (LDPR), the Party of Direct Democracy, The Green, A Just Russia, RODINA, the Communist Party of the Russian Federation (CPRF), the Russian Pensioners’ Party for Social Justice, The Communists of Russia and New People.

The CPP said its participation in election observation activities in the region and around the world reflects its engagement in efforts to promote democratic values and voters’ rights and freedoms in accordance with the rule of law.

The party also congratulated the Russian people on the successful conduct of the State Duma election and the United Russia Party on receiving a majority of the votes.
